Slow playing a hand is not raising with a strong hand in the hope that it will lead to more calls and raises from the opponent.

From a game theoretic perspective, slow play reduces the effective value of an opponent's holdings that are below the slow-play range, so slow play should be primarily practiced with the top range of holdings.
